AI without a black box
KOSMO builds on open language models rather than closed US cloud APIs. That is not a detail but the foundation of digital sovereignty: transparent, interchangeable, without vendor lock-in.
KOSMO is open source
The KOSMO source code is available on openCode – the shared platform of German public administration for open source software.
What open source AI means for you
Transparency instead of a black box
Open models can be traced: you know which model answers and what happens under the hood – important for trust, compliance and the EU AI Act.
No vendor lock-in
KOSMO works with open language models – interchangeable at any time, without having to rebuild your knowledge base.
Sovereignty & GDPR
Open models run on-premise or in a German data centre – no API calls to US providers, no dependency on someone else's terms of use.
European models possible
On request, KOSMO runs with a European language model – AI “made in Europe”, matching the sovereign infrastructure behind it.
EVA – our open source chatbot for associations
In the project “Chatbot trifft Verwaltung” (Civic Innovation Platform), funded by the German Federal Ministry of Labour, we developed EVA together with four associations from Schleswig-Holstein – an AI chatbot that makes voluntary association work easier. EVA is ready to test and available as open source software.

→Frequently asked questions
Is KOSMO open source?
Yes – KOSMO is open source. The source code is available on openCode, the open source platform of German public administration: gitlab.opencode.de/sh/diwish/splitbot/kosmo.
Which language models does KOSMO use?
KOSMO works with open language models that run on your own or on our infrastructure – no black box, no connection to US services. The model can be swapped without rebuilding your knowledge base. Which model is used in your project we agree individually; a European one on request.
Why does open source matter for GDPR and sovereignty?
Open models run entirely on your infrastructure or in a German data centre – without API calls to US providers. You know what happens under the hood and stay independent of individual vendors and their price or licence changes.
What is EVA?
EVA is our AI chatbot for association work, created in the project “Chatbot trifft Verwaltung” (Civic Innovation Platform), funded by the German Federal Ministry of Labour, with four associations from Schleswig-Holstein. EVA is available as open source software.
